oil catch can

so I fitted a catch can a few months ago and it aint doing squat!!
I have a bit of blow by going on and using a little oil between changes & the intake pipes had a film of oil on it so I fitted the can plumbed in & connected as per the stock hose. the can is full of steel wool for the oil to catch on. it has a clear strip on the side so you can see when the can is getting full.
I had a look on the weekend & no oil is in the can. the steel wool is damp with oil, but that is it. the intake is still oily, what have I missed???
